5th Congressional District


All of Albemarle, Appomattox, Buckingham, Campbell, Charlotte, Cumberland, Fluvanna, Franklin, Greene, Halifax, Lunenburg, Mecklenburg, Nelson, Pittsylvania, and Prince Edward Counties; all of the Cities of Bedford, Charlottesville, Danville, and Martinsville; part of Bedford County comprised of the Stewartsville, Hardy, Chamblissburg, Staunton River, Moneta, Mountain View, Otter Hill, Walton's Store, White House, Huddleston, Shady Grove, Thaxton, Goode, Liberty High School, and Sign Rock Precincts; part of Brunswick County comprised of the Brodnax, Rock Store, Tillman, Dromgoole, Edgerton, Fitzhugh, Sturgeon, and Lawrenceville Precincts and part of the King's Store Precinct; and part of Henry County comprised of the Axton, Irisburg, Mount Olivet, Mountain Valley, Collinsville 1, Daniels Creek, Collinsville 2, Mountain View, Figsboro, Stanleytown, Oak Level, Dyers Store, and Ridgeway Precincts and part of the Fontaine Precinct. All references to precincts shall be interpreted to refer to those in existence on April 1, 2001, and as reported by the United States Bureau of the Census in the 2000 Census reports provided pursuant to United States Public Law § 94-171.

The following descriptions are provided for information purposes only pursuant to § 24.2-301 of the Code of Virginia. The provisions of § 24.2-302.1 of the Code of Virginia, including the statistical report referenced therein and on file with the Clerk of the Senate, shall be controlling in any legal determination of the district boundary.

The parts of counties and cities contained in the Fifth district are described as follows.
A. Part of Bedford County south of a line described as follows:

  1. Beginning at the point where Big Otter River intersects the Bedford County-Campbell County boundary line
  2. northwest on Big Otter River to Elk Creek
  3. northeast and then northwest on Elk Creek to Old Cifax Road (State Route 644)
  4. west on Old Cifax Road to Cifax Road (continuation of State Route 644)
  5. west on Cifax Road to Lankford Mill Road (continuation of State Route 644)
  6. west on Lankford Mill Road to Big Otter River
  7. west on Big Otter River, crossing Peaks Road (State Highway 43), to Sheep Creek, as identified on census maps [County and other topographical maps show the water feature as a continuation of Big Otter River rather than Sheep Creek.]
  8. west on Sheep Creek (or Big Otter River) approximately 1.0 miles to an unnamed tributary [County maps identify the tributary as Little Stony Creek.]
  9. north on the unnamed tributary, crossing Kelso Mill Road (State Route 682), to the forks of the tributary [Boundary segments 8 and 9 form the southwest boundary of census block 510190304012002.]
  10. northwest on the southern fork of the unnamed tributary to its headwaters
  11. west on an extension of the southern fork of the unnamed tributary to the Peaks of Otter ridge line
  12. north on the Peaks of Otter ridge line to an unnamed trail
  13. north on the unnamed trail to an unnamed road
  14. north on the unnamed road to Peaks Road [Boundary segments 10 - 14, from Kelso Mill Road to the Peaks Road, constitute the western boundary of census block 510190304011001.]
  15. northwest on Peaks Road to the Blue Ridge Parkway
  16. west on the Blue Ridge Parkway to the Bedford County-Botetourt County boundary line
  17. west on the Bedford County boundary line to an extension of the McFalls Mountain ridge line [County maps identify the mountain as Campbells Mountain.]
  18. southwest on the extension and then on the McFalls Mountain ridge line to the Blue Ridge-Peaks magisterial district line
  19. southwest on the magisterial district line (county ordinance identifies the line as a trail) to Murray Hollow Road (State Route 717) [Boundary segments 18 and 19 form the eastern boundary of census blocks 510190306051000, 510190304011017, 510190306051025, and 510190306051096.]
  20. west on State Route 717 to an unnamed tributary of the North Fork of Goose Creek
  21. west on the unnamed tributary to the North Fork of Goose Creek
  22. south on the North Fork of Goose Creek to Goose Creek
  23. south on Goose Creek to State Route 726
  24. southwest on State Route 726 to Quarterwood Road (State Route 691)
  25. west on Quarterwood Road, past the intersection of Quarterwood Road and Monte Vista Drive (State Route 882) approximately 0.1 miles, to the Blue Ridge-Peaks magisterial district line, identified in county ordinances as an unnamed jeep trail
  26. south on the magisterial district line to an unnamed trail running east-west along Porter Mountain (also shown as Wiggington Knob on county maps)
  27. west on the unnamed trail to Sandy Ford Road (State Route 616)
  28. west on Sandy Ford Road to State Route 607
  29. southwest on State Route 607 to Bore Auger Road (State Route 699)
  30. west on Bore Auger Road to the Bedford County-Roanoke County boundary line.

B. Part of Brunswick County south and east of a line described as follows:

  1. Beginning at the point where Boydton Plank Road (United States Highway 1) intersects the Brunswick County-Dinwiddie County boundar line
  2. southwest on Boydton Plank Road to Waqua Creek Road (State Route 630)
  3. north on Waqua Creek Road approximately 0.3 miles to an otherwise unidentified road, the northern boundary of census block 510259901004058
  4. west on the unidentified road and its continuation as Kress Road, crossing the abandoned CSX railroad tracks, to Zero Road (State Route 642)
  5. south on Zero Road to Flat Rock Road (State Route 643)
  6. east on Flat Rock Road to Boydton Plank Road
  7. southwest on Boydton Plank Road to Pitch Kettle Road (State Route 614)
  8. south on Pitch Kettle Road to Interstate 85
  9. west on Interstate 85 to Boydton Plank Road
  10. southwest on Boydton Plank Road to Millville Road (State Route 763)
  11. southeast on Millville Road to a nonvisible political boundary, also being the boundary between census blocks 510259902007005 and 7006
  12. southwest on the nonvisible political boundary to Grandy Road (State Route 644)
  13. northwest on Grandy Road to Old Indian Road (State Route 639)
  14. southwest on Old Indian Road to Meredith Mill Road (State Route 655)
  15. south on Meredith Mill Road to Greens Chapel Road (State Route 647)
  16. east on Greens Chapel Road to Briery Branch
  17. south on Briery Branch to the Meherrin River
  18. south on the Meherrin River to Evans Creek
  19. west on Evans Creek to the Evans Creek Road (State Route 623)
  20. south on Evans Creek Road to Governor Harrison Parkway (United States Highway 58)
  21. west on Governor Harrison Parkway to the corporate limits of the Town of Brodnax
  22. northwest and then southwest on the corporate limits of the Town of Broadnax to the Brunswick County-Mecklenburg County boundary line.

C. Part of Henry County east of a line described as follows:

  1. Beginning at the point where the Smith River intersects the Henry County-Franklin County boundary line
  2. east on Smith River approximately 2 miles to an unnamed creek that runs south of Stonyridge Road (State Route 844)
  3. northeast on the unnamed creek to a power line
  4. north on the power line to Stonyridge Road [Boundary features 2-4 form the southeast boundary of census block 510890113002048.]
  5. northeast on Stonyridge Road to its westernmost intersection with Philpott Drive (State Route 674), following the boundary between census blocks 510890113002045 and 2046
  6. east on Philpott Drive to Bassett Heights Road (State Route 672)
  7. southeast on Bassett Heights Road approximately 1.5 miles to an unnamed road, being the eastern boundary of census block 510890113002031, and called Old Stone Plantation Road in county ordinances
  8. east on the unnamed road approximately 0.3 miles to an unnamed creek, being the southeast boundary of census block 510890113002040 and called Woody Creek in county ordinances
  9. south on the unnamed creek to Pine Valley Road (State Route 671)

  22. south on Chestnut Knob Road to Lee Ford Camp Road (State Route 688)
  23. west on Lee Ford Camp Road to Horsepasture Price Road (State Route 692)
  24. south on Horsepasture Price Road to the Henry County boundary line, being the Virginia-North Carolina state line.
